Methods of Work

Methods of work are health and safety planning documents. They are used to show the results of a risk assessment, so they contain information regarding what specific work actions are involved in a project, the risks posed, and the measures that will be taken to nullify or mitigate the risk.

Their primary function is to communicate information about risk factors and safety measures to be taken between the main contractor, project managers, contractors and subcontractors. They state what work will be done, how the work will be done, and what steps will be taken to reduce associated risks.

Contracts may stipulate that a method of work is provided as part of tender or planning documentation, as they form a fundamental part of British health and safety legislation. The Construction (Design and Management) Regulations 2007 require that employers and self-employed contractors perform risk assessments, and manage the safety of construction sites. There is also a stipulation for co-operation between managers and contractors regarding health and safety management, and that any and all persons involved in a construction project must communicate any health and safety risks they are aware of (Part 2, Regulation 5).

It can be worth companies producing a template method of work to have on file, but each time it is used it should be amended to make it site, and project, specific. What needs to be included in a method of work will vary greatly between roles, tasks and projects, but in general terms there a certain elements that should be always be included.

General information about the project should be included, naming main and subcontractors, address and person responsible for Health and Safety. A description of the aspect of the project the method statement relates to and the names of the workers undertaking the task, noting any specific training or certification that is relevant would be included in this section.

The sequence of the work needs describing; what will be done to complete the specific task and in what order, and the risks associated with the work should be defined. Safety checks and measures that will be taken at specific stages of the task should be outlined. Consideration should be given to the location of the work, where the task will be done on site, and if there are any access and restrictions, and this should include the effects of working environment, for example wind speed if working at height.

Risks associated with materials and equipment should also be factored in, so a list of plant and equipment used, and plant specific safety precautions and restrictions, and a list of personal Protective Equipment (PPE) to be used is recommended. Materials information should be included where relevant, e.g. hazard information and storage/transport requirements, COSHH sheets could be included if relevant.

For larger and complex tasks a section should be included to allow for any change of plans, describing what arrangements have been made for deviating from method statement; who will be informed and how. High risk, unusual or complex projects should include emergency response plans that list the foreseeable emergency situations and provide suitable emergency procedures.

While many companies offer their services to produce methods of work and the idea of creating them can appear daunting, but they do not have to be large complicated documents. Keeping them short, clear and site specific is more effective than a long overly complicated multipage file, after all they are meant to communicate information for planning purposes. If the risks involved are unusual and extreme then it may be worth contacting a health and safety professional to discuss risk avoidance and methods which would form the basis of a method of work, but if the risks are more common place, working with electricity or working at height for example, then a simple statement of awareness of the risk and an explanation of risk mitigation techniques to be employed will suffice.
